These are the steps on how to submit or add your Blogger blog to Bing Webmaster Tools: 

1. Go to Bing Webmaster Tools and Sign In with your Microsoft account. If you don't have an account with Microsoft like Hotmail email account, then you need to sign up. The first thing you need to do here is add your Blogger blog site. Click on "Add Your Site" button and then Enter your website URL and add your sitemap select alert preferences and then click on "Add" button.
